Being assertive, in the case exposed here, and that is what Madeleine suggests as a possible approach to clear the situation, that was the first step this project manager should have given from the first moment his new boss apeared in their lives. Ultimately I feel that this is a communication problem which should be aboarded with this kinds of estrategies exposed by Madeleine, but, never forgetting the assertiveness.
