Pure and simple. The remainder is evenly divided between support of executive leadership’s investments in commercial real estate (which took a dive with widespread WFH, and could be illegal if the decision makers have a fiduciary responsibility to the company), stupidity, and incompetence. Most CEO’s are neither stupid nor incompetent, so assuming underhanded motives is safe here.

It can also be considered a gift to the rest of the labor market, matching talented people with sane leaders who make data-driven decisions.
